Pumphouse Park is mysterious…but also quite visible?

Try as I might, I couldn’t find much about this park that didn’t amount to citation-free speculation or others similarly noting a lack of available information about the park. It’s located in the Battery Park City area of lower Manhattan and has some gorgeous views of the Hudson River. It’s definitely a spot for takeout lunch or doing some good reading.
